Abstract:
The paper draws attention to the need of selecting strategic directions and guidelines in the socio-economic development of a region and methods of technological modernization of the economy, which cannot be resolved within the framework of the existing formation systems that hinder progressive changes in the social and economic spheres. The solution to this contradiction may lie in the mainstream of the concept of noonomy, which focuses not only on material resources, but also on the intellectual capital, innovations and human potential in the region, offering a predictive potential for understanding trends in both the short and long term. The paper proves that the implementation of the noonomy model in the regions of the Russian Federation requires a multi-level approach: at the macro level, it is necessary to form a favorable legislative framework, reduce bureaucratic barriers for business, a transparent and predictable tax system, as well as actively attract foreign investment; at the meso level, it is important to develop target programs to support specific industries and enterprises that take into account the specifics of each region. It is emphasized that such a comprehensive approach will make it possible to achieve the goals of increasing the gross domestic product and the enhancement of the investment attractiveness and competitiveness of regions.
