Abstract:
The exponential dynamics of digital data and the automation of notation production create a developmental paradox where data abundance is combined with a weakening ability to distinguish between knowledge and digital “noise”. This effect is described through the category of data inflation which captures functional devaluation of a unit of knowledge with an uncontrolled expansion of cognitive supply. Data flows lose their orienting function, while attention, trust, and the ability to comprehend become scarce resources in society. In such a configuration, artificial intelligence (AI) is considered as an infrastructure for noo-selection of knowledge, functioning at the boundary of meaning-making and institutional validation of cognitive processes. The function is interpreted as a mediator between arrays of digital information and the limited ability of society to meaningfully appropriate them. In the research perspective, priority is given not to the generative capabilities of AI, but to its role in reducing cognitive entropy and maintaining the differences between the levels of informational and cognitive organization. Data inflation is interpreted as an indicator of the unfinished transition from a quantitatively oriented knowledge economy to a qualitatively oriented model of reproduction, where technological acceleration outpaces institutional ordering. Noo-selection acts as a mechanism for organizing social intelligence prioritizing “real” knowledge with social significance, reproducibility, and institutional legitimation. It is shown that the AI integration into educational, scientific and managerial environments can transform digital redundancy from a source of cognitive crisis into a resource for the noonomic method of socio-economic reproduction, where the quality of knowledge selection acts as a system-forming parameter of social evolution.

Abstract:
Global socioeconomic dynamics is entering a prolonged nootransition, understood as a movement from the New Industrial Society through NIS.2 toward noonomy, grounded in the emergence of an integral world economic order and in the rising share of knowledge in the social product. Under this shift, knowledge ceases to be an add-on to technology and becomes an internal organizing principle of production. Growth in knowledge intensity reshapes output structure and the architecture of employment. The political economy category of “labor” undergoes an aromorphosis as a progressive evolutionary complication of its organization and functions. Routine procedures move to autonomous technosystems, while human participation shifts toward project generative and creative functions linked to embedding knowledge into the product and the production process. Automation and remote cooperation increase the mobility of competencies and weaken territorial anchoring of employment, forming a new type of labor migration. A dual migration phenomenon emerges. The spatial modality appears as the relocation of workers from zones of skill underutilization to nodes of heightened demand and research, and production concentration. The functional modality reflects a transition from reproductive employment to knowledge-intensive and creative activities, including project formats and distributed teams. In parallel, motivations shift toward creative self realization and an expanded zone of freedom while the need to reproduce
income remains. An indicator of the development tendency of the category “labor” is the joint dynamics of the two migration modalities, where acceleration of functional transitions combines with the concentration of spatial flows in certain “points of crystallization”. These points combine a high level of readiness of the environment (the ability to absorb new forms of labor) and the potential for technology penetration under institutional receptivity to their diffusion within the existing structure. Migration signals are considered in conjunction with the quadriga of noonomy. It comprises scientific and technological progress, diffusion of property, socialization, and solidarism. On this basis, a noocriterial assessment of labor motivations is formed, and a shift of values toward creativity and
public participation is recorded.

Abstract:
This paper explores the concept of noonomy as a new theoretical and methodological framework for post-industrial development, aimed at the transition from resource-infrastructure models of economic management to cognitive-institutional strategies for sustainable reproduction. The key provisions of the noonomic model of regional development, focused on the reproduction of knowledge, technological modernization, cultural continuity and institutional sustainability, are analyzed. Agri-industrial technology park structures are considered as key institutional forms for the implementation of the noonomic model of regional development, providing the integration of scientific, educational and production resources, the development of human capital and the introduction of environmentally friendly business models. The authors examined the projects of the agribiotechparks "Giaginsky" in the Republic of Adygea and "Subtropics of Russia" in the Krasnodar Territory as examples of physical embodiment of noonomic principles of regional development. Functional architecture of agri-industrial technology parks is identified in the context of the noonomic concept. The authors conclude that agribiotechparks facilitate the transition from a resource-infrastructure model to reproductive-innovative strategies, establishing the cognitive and technological foundations for the spatial sustainability of territories. The consideration of these technology park structures as key elements of spatial organization of post-industrial economy, providing long-term sustainability and integration of regions into noonomic development processes, is substantiated.

Abstract:
Under present-day conditions, civilizational challenges have become significantly more acute, which requires the search for new methods of development management, including formulation of their theoretical and methodological background. The concept of noonomy, based on recent achievements of socio-economic science, offers clear prospects for further global development, subject to certain changes in its paradigmatic attitudes, which are embodied in real politics and in related academic frameworks. The material basis of the nootransition is made up of progressive technologies, a special place among which is occupied by digital technologies and, in particular, artificial intelligence. This paper examines the possibilities of its use in the context of the development of the global governance system
