Abstract:

This article examines noopolis as a new form of urban space organization in the context of the emergence of noonomy. It is shown that the accumulation of technological solutions within the smart city model does not ensure a transition to a higher quality of urban life, as the development of smart cities is accompanied by a growing digital divide, focusing exclusively on practical, economic functionality at the expense of comfort, ecology, and the social environment, and achieving development goals through technology, engineering solutions, and digital systems. Efficiency becomes the primary criterion for success, and residents are viewed as users who must adapt to the system. The concept of noopolis is explored as a qualitatively different type of urban system, in which knowledge, culture, science, public intelligence, and the reproduction of human potential become the fundamental sources of governance. The article interprets noopolis as the spatial basis of noonomy, an environment in which the very nature of social reproduction is transformed: from the production of things to the production of knowledge, cultural meanings, social connections, and conditions for human development
